Do I have to file at home while living in UAE?

For most people the answer turns on whether the ties that made them resident have actually ended. For a US citizen or green-card holder it does not: the return is due in UAE exactly as it would be at home. Everything else on the file follows from which of those you are.

Is there a treaty between my country and UAE?

Possibly, and the version in force for your year is the one that matters — protocols and multilateral-instrument positions change what a treaty does without changing its name. We check it against the authority rather than a summary. Where no treaty applies, domestic relief takes over.

I own property in UAE. Where is the rent taxed?

In UAE, because that is where the property sits. The complication is the base: gross-rent withholding takes no account of mortgage interest, tax or repairs, so a leveraged property can face tax on turnover. An election onto net profit, where it exists, is what fixes that — and it has its own timing.

Who qualifies for US tax treaty benefits?

A resident of the other treaty country, under that treaty's residence article, who is the beneficial owner of the income and who satisfies any limitation-on-benefits test the treaty contains. Nationality is not the test and neither is where the bank is. Note the trap in the other direction: a US citizen living in the treaty country generally cannot use the treaty to reduce US tax, because the saving clause preserves the US claim over its own citizens. How are non-residents taxed on Canadian rental income?

By default the payer or agent withholds a flat rate on the gross rent and remits it, with no deduction for mortgage interest, taxes or repairs. Electing under section 216 lets you file on the net rental result instead, which for most properties recovers a substantial part of what was withheld; an NR6 undertaking filed before the year starts lets the withholding itself be computed on net rather than gross. Does a foreign-owned US entity need an EIN?

Yes, for almost anything it must do: file its returns, operate payroll, open a bank account, and act as a withholding agent on payments abroad. It is applied for on Form SS-4, and the part that stalls foreign owners is the responsible party — a real person with a US identification number is expected, and where none exists the application route and the supporting explanation both change.
