In short

Engineering services tied to a construction site fall under the construction permanent-establishment provision, which counts the project's duration rather than the individual engineer's days.

Further down: the governing rule, the first-call questions, two completed files with figures, the way the work runs, and where the fee is published.

The rule that applies to this group and not the one next to it

Engineering services tied to a construction site fall under the construction permanent-establishment provision, which counts the project's duration rather than the individual engineer's days.

Here is the part that decides your answer. The difference between the two outcomes is a provision most people in this position have never heard of — and once it is identified, the rest of the file is straightforward.

Transparent, fixed pricing for civil & structural engineers your filing calendar

A filing calendar for a civil or structural engineer is priced by how many returns and registrations a year actually contains. One home return on its own is a short calendar; add a host-country return, a payroll registration dated from when the site opened, and extension requests in both places, and it is a longer one.

Three things we hear on the first call

  • Our project has run past the treaty threshold and nobody registered locally.
  • I am on site more than half the year and my employer withholds only at home.
  • My allowances differ from my colleagues' and so does the tax treatment.

That list is the reason this desk exists. Individually each question has an answer; together they need someone who holds both systems at once. See also non-resident with Canadian dividends or interest.

A worked example

The same point, with figures rather than adjectives.

Equity that vests after the move

A grant worth C$71,000 at vest, over a 48-month vesting period, 18 months of which were worked in the first country and 30 in the second.

Equity that vests after the move
ItemAmount
Value at vestC$71,000
Vesting period (months)48
Months worked in the first country18
Months worked in the second country30
Apportioned to the first countryC$26,625
Apportioned to the second countryC$44,375

Two countries tax slices of one gain: C$26,625 and C$44,375 on this apportionment. Where their taxing points differ — grant, vest, exercise or sale — the credit can arrive in a year the other country is no longer taxing, which is the mismatch to plan around. That is an illustration of the mechanism, not a prediction about your file — the same computation on your figures is the first thing we do.

Illustrative figures, not a client engagement: the amounts are chosen to make the mechanism legible, and the rates and thresholds are assumptions stated for the example only. We confirm every one of them against the issuing authority for your own tax year before anything is filed.

What this looks like with numbers

Numbers make this concrete, so here is the same rule applied to a set of figures.

Credit relief on one stream of income

Take C$77,000 of income taxed in both countries. Assume the other country charged 21% on it and the home country would charge 43% on the same amount.

Credit relief on one stream of income
ItemAmount
Income taxed in both countriesC$77,000
Tax paid abroad (assumed 21%)C$16,170
Home tax on the same income (assumed 43%)C$33,110
Credit available (lesser of the two)C$16,170
Home tax still payableC$16,940

The credit absorbs C$16,170 and leaves C$16,940 payable at home, because the home rate on this income is the higher of the two. The balance is real cash and it is due on the home timetable, which is why instalments get raised in the first meeting. The interesting question is where your own figures fall relative to that, which is a computation rather than an opinion.

Illustrative figures, not a client engagement: the amounts are chosen to make the mechanism legible, and the rates and thresholds are assumptions stated for the example only. We confirm every one of them against the issuing authority for your own tax year before anything is filed.

The four steps

  1. 1A short call to work out what actually applies to you and what does not
  2. 2A written quote against a defined scope, with nothing billed by the hour
  3. 3We prepare, a named reviewer checks it, and you see it before it goes
  4. 4You approve, we file, and only then do you pay
  • Every statutory figure in your file is verified for your own year at source.
  • Rated 5.0 out of 5 stars on Google, on a profile open for you to read.
  • Fixed fees agreed before any work starts, so the number in the quote is the number on the invoice.

Where to go from here

One call is usually enough to know whether this is a filing or a project.

The subject here is civil & structural engineers: your filing calendar, which is what people mean when they search for international tax accountant. This page covers who it applies to, the filings it produces, and the fixed fee agreed before work begins.

The four phases of the work

  1. Share your documents

A secure upload link arrives after the first call — send files in any state.

  2. A written fixed fee

The quote is fixed from what you send; it does not move once accepted.

  3. Preparation, both sides at once

The returns are drafted together, reconciled line against line.

  4. Approve, then file

Nothing is filed until you have seen it and approved it.

The published fees closest to civil & structural engineers your filing calendar

The lower fees are for calendars that are already behind. A return made after its due date, or a registration that should have been done when the project started, brings penalty correspondence with it, and whether that is one year or several is the difference between the bands shown for engineers here.

Cross-border situations we are engaged for

Case study 1

Never Filed a US Return — and Only Just Found Out

Born in the United States, left as an infant, and told by a bank that the returns were owed all along. The work is sequencing: establish which years are actually open, choose the catch-up route on the facts rather than filing quietly, and claim the exclusions and credits that were never taken.

Read how this one runs
Case study 2

Unreported Foreign Income Disclosed Before the CRA Asked

A voluntary disclosure has to be genuinely voluntary — once a letter arrives, the route usually closes. The engagement establishes whether the programme is still available, prepares the years, and puts the relief request in with the filing rather than after it.

Read how this one runs
Case study 3

A Residency Determination Review After Leaving the Country

Residence is decided on ties, not on a form, and the review asks for evidence of every one of them. The file assembles the ties that were severed and the ones that remained, and answers the questionnaire against the treaty rather than around it.

Read how this one runs
Case study 4

Leaving Canada — the Bill You Get for Assets You Still Own

Emigrating triggers a deemed disposition of most holdings, which produces tax on gains never realised in cash. The file values the property, identifies what is excluded, and looks at whether security can be posted rather than the tax paid outright.

Read how this one runs
Case study 5

An IRS Notice for a Year the Client Believed Was Settled

Most notices are proposals rather than assessments, and they carry a response window that is shorter than it looks. The engagement reads what is actually being proposed, gathers the support, and replies inside the window with the position rather than a request for time.

Read how this one runs
Case study 6

Two Passports, Two Returns, One Income

Dual citizenship does not let you choose which country taxes you. The work is establishing residence, applying the treaty article that governs each income type, and preparing both returns from one set of figures so they agree line for line.

Read how this one runs
Case study 7

Canadian Pension Paid Abroad and Taxed at the Flat Rate

Pension and annuity payments to a non-resident carry a flat withholding that often exceeds what a return would produce. The alternative filing is elective, and whether it helps depends on the total income for the year rather than on the payment alone.

Read how this one runs
Case study 8

Social Security Paid Twice Until a Certificate Arrived

Income tax relief does not reach a social security charge; only an agreement does, and only against a certificate from the system actually being paid into. Obtaining it is the work, and it is often retrospective.

Core International & Cross-Border Tax Services

International Tax Planning & Advisory

Strategy and compliance for income, assets and families spread across borders.

One coordinating team: filings on every side of the border are sequenced so treaty relief and foreign tax credits are claimed once — and in the right country.

U.S. & Cross-Border Tax Returns

Dual filers: U.S. citizens in Canada and Canadians with U.S. income run two parallel systems — we prepare both, in the right order, every year.

Expat & Emigration Tax

The move year is its own project: the elections and valuations filed that year decide the next decade of both countries’ returns.

Non-Resident Canadian Tax

Default withholding is 25% of gross: elective returns routinely turn over-withheld rent and pensions into refunds.

Transfer Pricing & BEPS

Documentation prepared with the return is the cheapest insurance in international tax; reconstructing it during an audit is the most expensive.

Cross-Border Estates & Trusts

Wills drafted for one country routinely misfire in the other — deemed disposition here, estate tax there, credits in between.

Cross-Border Corporate Tax

Expansion raises the same four questions every time — entity, PE, repatriation, payroll. We answer them before the tax authorities do.

India Tax for NRIs & Returning Residents

The deduction is taken on the sale price, not the gain — which is why an NRI property sale strands cash unless the certificate is applied for before closing.

Canadian Tax with a Foreign Element

Residency is decided on facts, not on a form — and the year you arrive or leave is the one where the largest amounts turn on the smallest details.

UAE Tax for Expats & Their Home Country

A zero-tax country is only half the answer — the question that decides the bill is whether the country you came from still treats you as resident.

Goods crossing a border move the tax question from income to indirect: registration thresholds, place of supply, the customs value and the transfer price between related entities all have to agree with each other. Civil & structural engineers — your filing calendar — questions we are asked

What makes civil & structural engineers different from an ordinary filing?

Engineering services tied to a construction site fall under the construction permanent-establishment provision, which counts the project's duration rather than the individual engineer's days. An ordinary preparer applies the general rule and stops there, which is how the relief in the specific provision goes unclaimed.

Can you work with my existing accountant?

That is how most of these engagements run. They keep the domestic file, we take the cross-border piece, and the boundary is agreed in writing so nothing is done twice or missed.

Is double taxation legal?

Yes. Nothing prevents two countries from taxing the same income under their own domestic law — each is exercising its own jurisdiction. What treaties and credit systems do is relieve the outcome rather than prohibit the charge, and relief is generally something you must claim on a return or a form, not something applied automatically. Miss the claim and the double charge stands. Double taxation explains the mechanism.

Is moving money between my own accounts in two countries taxable?

Moving your own capital between your own accounts is not itself income, so the transfer is not what creates tax. What can create tax or reporting is the income the money earned before it moved, a foreign-exchange gain on certain holdings, and the reporting obligations the balances themselves trigger — foreign account and asset reports keyed to balances rather than income. Remittances out of some countries also need certification before the bank will send them. See foreign account reporting.

Why is cross-border work more expensive than a domestic return?

Because two systems have to be reconciled rather than one applied, and the reconciliation is where the money is saved. The fee is still fixed and agreed before we start.

Can you talk to my lawyer or my banker?

Yes, with your authorisation. In cross-border files the bank and the lawyer frequently hold the document that decides the tax question, so bringing them in early saves a cycle.
